Our forty-ninth recipient, Colonel Colonel Thomas J. Cleaver is currently attending the 2025 AMP at Harvard Business School and serves as the Deputy Director of Information, Communications, Command and Control, Deputy Commandant for Information, Headquarters Marine Corps in Arlington, VA. He is responsible for the strategy, policy, and advocacy for the Service’s information technology and expeditionary communications portfolios. Tom has significant experience as an operational planner in Japan and Korea, where he developed plans to address our most challenging problem sets. He has commanded at every level including a communications company in Fallujah, Iraq, a recruiting station in Detroit, Michigan, and squadron command in Okinawa, Japan. As a Colonel, Tom commanded the Marine Corps Cyber Operations Group. The Group is comprised of 2500 Marines and Federal Civilian dispersed across the globe and serves as the Cyber Security Service Provider for the Corps. He also served as the Operations Officer for Marine Forces Cyber where he led the Corps’ response actions during events in the cyber environment. Tom is a graduate of the United States Naval Academy and holds advanced degrees from Boston University, the Naval War College, and the Marine Corps War College
Tom and his wife, Alicia, have three children.
